January 9, 2007 Meeting Minutes

Present:  Port, Bierwirth, Barclay, Burns, Ellison, Farrell, Friedman, Kiernan, Lauter, Manning, O'Meara, Seelen

Chair Linda Port called the meeting to order at 7:36PM in the Town Hall Building.

Mary Jane O'Meara was introduced as a new member to fill the unexpired term of Jim MacAllen.

The Committee reviewed and approved the minutes of the November 21, 2006 and the December 11, 2006 meetings.

Linda Port provided a copy of "The Finance Committee Handbook", on DVD, for each member of the Advisory Committee.

Joe Bierwirth informed the Committee the Department of Environmental Protection (DEP) has approved the Town Plan to address the current asbestos problems in Bare Cove Park.

Town Administrator Charlie Cristello provided an overview of the General Government budget:

. There is an overall 5.5% increase in the budget.  Final School costs are not included in this view of the budget.
. This is a conservative view from a revenue perspective.
. Health care is up 16% in this view, but it may come in lower.
. The South Shore Country Club budget will be presented later in the cycle. The Country Club Committee is continuing to review the financials of the Club.  The assumption is still that the SSCC will contribute $400,000 to the Town for F2008.
. A new position is being created to provide continuing engineering services to the Town.  This position will report to the Town Administrator.
. The Reserve Fund is increased by 2.5%.
. The Snow and Ice budget is modestly increased to more reflect actuals over the past years.

The Advisory Committee voted favorably on all General Government budgets shown on Attachment A.

Laura Burns reported the Housing Partnership may have a Town Meeting article that would set up a Trust Fund for affordable housing.  This would allow the Town to respond to market opportunities.  Two options are being reviewed.

Linda Port reviewed the schedule for warrant articles (January 22nd) and recommendations/comments (March 16th) in preparation for the 2007 Town Meeting.

The meeting was adjourned at 9:26PM.
