Present:  Port, Bierwirth, Barclay, Ellison, Farrell, Friedman, Kiernan, Lauter, Manning, O'Meara, Reardon, Seelen

Chair Linda Port called the meeting to order at 7:36PM in the Town Hall Building.

The Committee approved the minutes of the April 10, 2007 and the April 23, 2007 meetings.

Bill Reardon informed the Committee that the gazebo is now considered in the historic district.  The reserve fund transfer of $50,000 approved by the Advisory Committee on April 10, 2007 would not be needed at this time.  Minimal repairs have been completed and more detailed analysis of how best to fully restore the structure is being undertaken.

The Advisory Committee voted favorably to rescind the Reserve Fund Transfer of $50,000 for repair of the gazebo.

Andrea Young and Alec Macmillan presented a request for a reserve fund transfer of $7,900 for Handbooks.  Money was not included in the F2008 budget approved by Town Meeting. 

The Advisory Committee voted to not approve the reserve fund transfer request for $7,900 for Historical Commission handbooks and delegated to the next Chair the authority to approve the transfer prior to the next Advisory Committee meeting in September of 2007.

Dan Walsh, members of the South Shore Country Club Committee and Nora Berard, Director of Operations updated the Advisory Committee of the status of Club initiatives and the budget.

The Advisory Committee expressed dissatisfaction with the existing budget situation and requested additional financial oversight by the Town Accountant to minimize the FY2007 overrun and provide guidance for FY2008.  The Committee also requested the Country Club Committee adhere to established practices of review by the Capital Outlay Committee and the Advisory Committee.

The Advisory Committee voted favorably to transfer the residual balance of the FY2007 Reserve Fund to the South Shore Country Club at the end of the fiscal 2007 year.

Bob Garrity updated the Advisory Committee on the DPW/Fields project.  Based on the most recent estimate from Gale Engineering the cost for the entire project is estimated to be $10.75 million.  The Town has approximately $6.7 million in available approved funds.  The Gale estimates are being analyzed by Bob and his committee.  Bob is also investigating a pre-engineered type of building as a lower cost option.  Bob will update the Advisory Committee at its first meeting in September.

Upon recommendation of the Nominating Committee, the following nominations were voted upon favorably:

Vice-Chair:   Irma Lauter
Secretary:   Jerry Seelen

The Committee voted favorable to authorize the new Chair to approve transfers up to $10,000 for fiscal year end June 30, 2007 without calling a meeting of the Advisory Committee.

Mike Barclay updated the Committee on the progress of the School Building Project and the MSBA.  A team from the State has inspected all the school buildings.  Three hundred statements of interest have been filed with the State and there are approximately thirty people to review the documents.  A final estimate is expected in mid-July for the new elementary school.

The meeting was adjourned at 11:32PM.
