Present: Committee Members Lauter, Seelen, Asher, Cavoores, Dwyer, Eldredge, Farrell, Friedman, Innis, Johnson, Manning, Marwill, Mooradian, O’Meara

1. Call to order
Chair Irma Lauter called the Advisory Committee meeting to order at 7:07 PM.
2. Approval of minutes for September 23rd, 25th, and 30th 2008
The Committee reviewed and approved the minutes from the meetings on September 23rd, 25th, and 30th.
3. Lincoln School Apartments
Town Finance Director, Ted Alexiades, informed the Committee of Town bond counsel’s position regarding Town borrowing for the proposed acquisition. Mr. Richard Manley of Edwards Angell Palmer & Dodge LLP has opined that the Town itself may borrow to acquire land for the creation and preservation of affordable housing.
The Committee then evaluated and re-worked marked-up drafts of a Warrant Article ‘substantive Comment’ in order to meet the 2:00 PM Friday, October 3rd deadline for submission to Interim Town Administrator, Betty Foley.
4. General Business
The Committee agreed to meet in executive session on Tuesday, October 7th with Town Counsel, Jim Toomey, to discuss the proposed real-estate transaction.
5. Adjourn
The meeting was adjourned at 8:35 PM.
