March 1, 2011 Meeting Minutes
Hingham Town Hall
Present: Committee Members Manning, Asher, MacCune, Ellison, Marwill, Power, Pyles, Dwyer, Farrell, O’Meara, Johnson
1. Call to order
Chair Jack Manning called the Advisory Committee meeting to order at 7:10 PM.
2. Warrant Articles
The following articles were heard, but no votes were taken:
Article VV: Long Term Lease of 2 Acres at Landfill
Article R: Derby Street Corridor Roadway Improvements
Article UU: Construction Debris from Non-residents
The following articles were heard and voted on as noted below:
Article L: Transfer Funds to Stabilization Fund
The AdCom voted unanimously to approve Article L.
Article M: Transfer Funds from Stabilization Fund
The AdCom voted unanimously to approve Article M.
Article HH: CPC-Conservation Fund
The AdCom voted unanimously to approve Article HH.
Article II: CPC-Cordage Factory Building
The AdCom voted unanimously to approve Article II. Greg MacCune recused himself.
Article JJ: CPC-GAR Hall
The AdCom voted unanimously to approve Article JJ.
Article LL: CPC-Memorial Bell Tower
The AdCom voted unanimously to approve Article LL.
3. Forecast Update
Ted Alexiades reviewed the latest forecast document noting that local aid from the state is now estimated to be level funded with 2011 based on most recent communication from the state. Updates to expenditures include proposed additions to department budgets and an adjustment for natural gas delivery charges. There was a brief discussion of how utility costs are budgeted, i.e., based on volume, not price, and that if prices continue to rise, a reserve fund transfer would be required to address the budget shortfall. It was also noted that an additional budget adjustment may be needed, since a special town meeting is expected in the fall to consider a middle school project.
