March 3, 2011 Meeting Minutes
Hingham Town Hall

Present: Committee Members Manning, Asher, MacCune, Ellison, Marwill, Power, Pyles, Dwyer, Farrell, O’Meara, Kirven, Innis, Friedman

1. Call to order
Chair Jack Manning called the Advisory Committee meeting to order at 7:04 PM.

2.  Warrant Articles
The following articles were heard, but no votes were taken:

Article ZZ:  Supplemental Retirement Allowance
-deferred to solicit additional input from interested parties

Article WW:  Sewer Operations to be Consolidated into Public Works
-deferred pending completion of engineering study

Article VV:  Long Tem Lease of 2 Acres at Landfill
-deferred for modification; to be voted on March 8, 2011

Article UU:  Construction Debris from Non-Residents
-deferred for modification; to be voted on March 15, 2011
The following articles were heard and voted on as noted below:

Article Z:  Amend Definition of a Street
The AdCom voted unanimously to approve Article Z. 

Article FF:  Wind Energy Conservation Facility By-Law
The AdCom voted unanimously to take no action on Article FF.

Article C:  Reports from Various Town Committees
Upon a motion duly made and seconded, the AdCom voted unanimously to re-open consideration of Article C.
The AdCom voted unanimously to approve Article C as amended to include language dismissing the Animal Shelter Site Study Committee.

3.  Budget Hearing
The Committee heard the FY 2012 budget presentation from the following department (no vote was taken):

Trustees of the Bathing Beach

+3.84%

Level funding + $821 recommended by AdCom liaison to keep beach open through August 31, 2011 (i.e., level services).

4. Open Forum
There was a brief discussion regarding hearings scheduled for future meetings.  There was also a discussion as to the appropriateness of the legal budget in the context of the upcoming vote on Article 6.

5.  Adjourn
The meeting was adjourned at 9:34 PM.
