Present: Committee Members Manning, Asher, MacCune, Ellison, Kirven, Marwill, Power, Pyles, Dwyer, Farrell, Innis, Johnson, Friedman, Eldredge, O'Meara

1. Call to order
Chair Jack Manning called the Advisory Committee meeting to order at 7:01 PM.

2. Approval of Minutes
The minutes of the March 3, 2011 meeting were approved by a unanimous vote of the members present.

3. Questions from the Public
Mr. Wadleigh expressed concerns over the Town's acceptance of out-of-town construction debris at the transfer station.
Mr. Sharkansky expressed concerns about the budget and sustainability of the budget in future years.

4. Vote All Municipal Budgets
The Committee voted to approve all FY 2012 Article 6 budgets totaling $82,590,004 as shown in the attached schedule.
All votes were unanimous except as noted below:
A motion was made to reduce the Education budget by $50,000 which motion was not seconded.
A motion was made to reduce the Education budget by $100,000 which motion was seconded. The motion was defeated by a vote of 9 to 5. Members Marwill, Eldredge, Pyles, Innis and Dwyer asked to be recorded as voting in favor of the motion.
A motion was made to amend the legal service budget to $232,000 which motion was seconded. The motion passed by a vote of 12 to 2.
The Police budget was approved by a vote of 12 to 2. Ron Kirven asked to be recorded as voting in opposition.
The Dispatch Services budget was approved by a vote of 13 to 1. Dennis Friedman asked to be recorded as voting in opposition.
The Library budget was approved by a vote of 12 to 1. Dennis Friedman asked to be recorded as voting in opposition. Amy Farrell abstained.
Greg MacCune abstained from voting on the Recreation department budget.
Amy Farrell abstained from voting on the South Shore Country Club budget.

5. Warrant Articles
The following articles were heard and voted on as noted below:
Article U: Lease of Tree and Park Property
The AdCom voted unanimously to approve Article U.
Article V: Zoning Tree and Park Parcel on Short Street
The AdCom voted unanimously to approve Article V.
The AdCom heard but did not vote on the following article:
Article O: Middle School Feasibility Study

6. Adjourn
The meeting was adjourned at 10:50 PM.
