Chairman Phil Edmundson called the meeting to order at 7:30 P.M.
The minutes from the July 2, 2009 meeting were approved as written.
Election of Officers
Phil Edmundson nominated Bill Reardon as new Chair, who was then elected by unanimous vote. Chairman Reardon then nominated John Kelleher as Vice-Chair, who was also elected in a unanimous vote.
Financial Report
Chairman Reardon reported that CPC will have $800,000 plus $90,000 in the Community Housing Reserve available to fund 2010 projects, not including the state match, the amount of which is still uncertain. Mr. Reardon commented that it is unlikely that this year’s match will exceed last year’s 34% match. In addition, the $175,000 transferred to HAHT to fund the loan program will be returned to CPC. The $175,000 allocation was not enough to attract a third party administrator. Advisory Committee Liaison David Ellison recommended that CPC recommendations to Town Meeting not exceed the funds available. He also suggested that the Committee develop and publish policies and procedures.
¬Project Updates
Andrea Young reviewed the status of projects still ongoing. An RFP was issued at the end of September for the structure reports on the Old Ordinary and Old Derby Academy. An RFP was also issued for the first phase of the Document Preservation project. An RFB was issued for the Hingham Centre Cemetery fence. The project will have to be rebid due to an error in the bidding process. Because the bids received all exceeded the original estimate for the job, CPC members asked that the project proponents attend a future meeting to explain how they will obtain funds to cover the overage. The survey on the Cushing property was recently completed, and the conservation and preservation restrictions need to be prepared before closing on the property. Chairman Reardon reported that in order to comply with the requirements of the CP Act, the conservation restrictions for the Cushing property and all properties previously acquired with CP funds must be held by an entity other than the Town/Conservation Commission. The Hingham Land Trust and the Trustees of Reservations are two possible organizations to which existing restrictions could be transferred. The Selectmen will hear a proposal from the Land Trust at their meeting on October 20th.
¬Potential Projects
Projects for which applications are likely to be submitted are:
Bare Cove Park Fire Museum – new roof and masonry repair for building housing museum
Housing Trust – 2 affordable units on Amigo property
OSAC – resubmission of Noonan or Bennett property acquisition proposals
Conservation Commission – work on Foundry Pond
The next meeting is on Wednesday October 21, 2009 at 7:00 P.M.
Chairman Reardon adjourned the meeting at 9:05 P.M.
