I. Call to order
Sandra Peavey called to order the regular meeting of the Hingham CAC at 7:30 pm on September 8, 2010 in Hingham Town Hall.
II. Roll call
Eric Connerly conducted a roll call. The following persons were present: Eric Dresser, Jim Dellot, Sandra Peavey, Rob Kirk, Katy Gallagher-Wooley and Eric Connerly.
Also present: Govt channel employee Kate Richardsson, Hingham resident Peter McIntyre
III. Open issues
a) Town committee meetings
The committee discussed prioritizing the use of equipment for committee meetings when multiple meetings conflict. The studio in a box equipment will have to be used for school committee meetings as the school committee room has not been wired. Mr. Dellot indicated that Superintendent Gallo would indicate which meetings should be recorded.
The equipment to tape those has not been ordered – it's under discretionary funds; Ms. Peavey agreed to call Betty Tower to authorize the ordering of the equipment, which would also be used to shoot the school committee meetings occurring onsite at the schools.
Ms. Richardsson agreed to try to recruit volunteers to record meetings at the town's open house on Sept. 28; Ms. Peavey agreed to recruit volunteers from Linden Ponds. Mr. McIntyre indicated an interest in recording meetings if the stipend for such recording were still in place.
The committee agreed that Advisory committee, capital outlay and zoning committee meetings would also generate subscriber interest if the committee can get volunteers to record those meetings.
b) 375th anniversary content
Sean Galvin e-mailed Ms. Peavey indicated that he was planning to record parts of the 375th anniversary of Hingham's founding that could be broadcast on the P channel. He also indicated he has recordings of the 4th of July parade he is willing to have broadcast.
c) Training
Ms. Richardsson indicated she would like an opportunity to have an event to acquire real experience using the equipment during an event – once we decide on an event, we should send an e-mail to CAC@hingham-ma.com. We could also have a link to the online equipment training – the live training would cost $90 per hour or less given the amount of equipment the committee has ordered. Ms Peavey agreed to ask some of the Linden Ponds residents if they would like to learn to operate the cameras. Mr. McIntyre indicated that he had recorded the first training session conducted by Access AV.
d) Selectmen's meeting on Sept 23
Mr. Dellot, Kirk, Dresser and Connerly indicated they would be present for the Board of Selectmen's meeting on Sept 23 to discuss the bylaws.
e) Public Service Announcements
Ms. Richardsson has done some of the PSA recordings; Hannah Black came in with another former HHS media programming graduate to do the PSAs filmed with Lieut. Peraino. Ms. Richardsson agreed to edit the recording and Ms. Gallagher-Wooley agreed to assist her.
Ms. Richardsson agreed to contact the fire chief about doiong a PSA at the school for emergency management.
Mr. Dresser agreed to develop the storyboard and develop PSAs for the studio. Mr. McIntyre indicated that he would be willing to record both PSAs if his schedule permits.
f) HCAM Budget
Mr. Connerly agreed to ascertain how much has been spent and what the ongoing expenses of the town's current cable programming efforts.
Ms. Gallo was clear on her position that there not be an hourly rate established for Ms. Gallagher-Wooley's monthly stipend from the Selectmen. Mr. Dellot moved and Mr. Connerly seconded a motion recommending the stipend for the operator of the education channel be set at $2,000 annually. UNANIMOUSLY APPROVED.
g) Proposed agreement between HCAM and Board of Selectmen
Mr. Connerly moved and Mr. Dellot seconded a motion to recommend the Board of Selectmen adopt the draft agreement between HCAM and the town subject to changing 80% of cable revenue going to HCAM. UNANIMOUSLY APPROVED
h) Next meeting – set for Oct. 13 at 7:30 in town hall
IV. Adjournment
Ms. Peavey adjourned the meeting at 9:25 pm.
