Attending: Chairman Ray Eisenbies, Libby Claypoole, Lucy Hancock, Ron Kirven and Tom Pyles (both representing the Advisory Committee), Sue Nickerson (Interim Town Accountant)
Ray Eisenbies called the meeting to order at 7:00 PM in the 3rd floor East Hearing Room.
The COC reviewed the capital requests for FY 2012 and evaluated each one using the established criteria for capital funding. Individual COC members volunteered to follow up on certain items.
Discussion included the following specific points:
• The $250K originally proposed for roadway construction has been removed from the FY 2012 Engineering capital budget, and a lesser amount has been proposed in the operating budget.
• The Elder Services Department is pursuing a grant to finance part of the new van ($40K) requested for FY 2012. The grant status may not be determined until July. If the grant is approved, the van cost will be $13,000. In this case, the balance of $27,000 will revert to the reserve fund.
• The School Department proposed razing Building 12 in the Depot and renovating Building 179, but now it is possible that the town may rehab Building 12. The timing is unclear. Ray will attempt to confirm the plans for these two buildings and how the capital budget may be impacted. He also will inquire about the need for changes to the Depot gatehouse and garage doors in FY 2012.
• The town needs an organized approach to boiler replacement. The High School boilers are failing now, and the Library, the Lincoln School Apartments, and one of the fire stations are in need of new boilers.
• Insurance will cover the HMS roof repair and related expenses. The $10K deductible will be paid with a reserve fund transfer.
The FY 2012 budget for capital expenses is still in flux. In upcoming meetings, the COC will review the capital requests again and will vote on the budget prior to meeting with the Advisory Committee and Board of Selectmen.
