Capital Outlay Committee Meeting
12/23/2010 at Town Office Building

Attending: Chairman Ray Eisenbies, Ron Kirven and Tom Pyles (both representing the Advisory Committee).

The meeting was called to order by Ray Eisenbies at 7:00 PM in the 3rd floor East Hearing Room.

Fire Department Request

The Fire Department, represented by Chief Mark Duff and Deputy Chief Bob Olsson, presented their capital request for FY 2012. The Chief gave a quick update on the status of past funded items by the Capital Outlay Committee (COC).

• A new pickup truck was purchased last year, and the old pickup truck is being outfitted to fight brush fires.
• The new communications system that was approved in 2008 is now operational and will be used starting in early 2011.
• New turnout gear is in the process of being purchased.

The following items were requested for this budget year:

1. A new ambulance for $230K. They would like to keep the old ambulance for a spare. They currently have three ambulances and at times could use four. The Fire Department is seeing an increase in the use of the ambulances partially due to Linden Ponds. This need will only increase as the remainder of Linden Ponds is built out. The Fire Department is currently averaging about five ambulance calls per day at the average revenue of about $750 per call.
2. Replacement of the vehicle for the Deputy Chief for $32,000. This vehicle is ten years old and has 131,000 miles. The replacement vehicle will be a Ford Explorer, six-cylinder, with four-wheel drive.
3. $26,000 to replace fire hydrants.
4. Nine sets of turnout gear for $13,500.
5. Three SAED Defibrillator Units for $5,000.
6. Three 12 Lead EKG Monitors for $90,000.
7. Heating system replacements at Stations 2 & 3 for $140,000.
8. Pavement of the ramps at Station 3 for $10,000.
9. Interior and exterior painting for $24,000.

Items 1, 2, and 6 are considered to be "must have" items.

 

Elder Services Department Request

Barbara Farnsworth requested funding to replace their existing 11 passenger van with a new 10 passenger van. The existing van will not pass the state vehicle inspection. A request has been made for a grant to replace the vehicle. If the grant is approved, the cost of the van to Elder Services will be $12,341. If the grant is not approved, the cost of the van will be $40,000. Barbara expects to learn the status of the grant request by the end of February.

Sewer Department Request

Mike Salerno requested funding in the amount of $71,070 for pump replacements and building improvements in the sewer system. A detail list of the items for which funding is being requested was inadvertently omitted from the Sewer Department information and will be provided by Mike at a later date.
