Hingham Harbor Development Committee
Meeting Minutes July 9, 2008

Meeting was called to order at 7:33 pm; a quorum was confirmed.

Previous Meeting Minutes:
Minutes from meeting of June 112008 were approved.

Dredging Update:
Nick Amdur advised that there is no further news. He is checking regularly with Betty Foley, who is in contact regularly with Senator Hedlund and Representative Bradley.

Update from the Ad-hoc Parking Committee:
Nick Amdur provided has attended some recent committee meetings and provided an update on the committee activities.
 
Dock Policy:
Chris Daly advised that no further progress has been made as it has been difficult to set a meeting with the Conservation Commissioner. The goal remains the same, to have a Dock and Pier Policy ready for next Town Meeting.

Engineering Study for a Pedestrian Bridge over the Mill Pond Outfall:
Dave Beal reported that the Community Preservation Committee has signed off on the preliminary design contract with Bayside Engineering. The contract has now been passed to the Town’s Accounting Department. Bayside will be in Hingham on 7/10/08 to examine and inspect the site.

Coast Sweep 2008:
Adrienne Ramsey has volunteered to manage the Coast Sweep 2008. She will select the date and advise the Committee. Dave Beal will contact Adrienne to hand off the materials from last year’s event and help with getting the project started. 

Live On Barge at Hewitt’s Cove:
Nick Amdur reported that the Harbormaster has NOT issued a mooring permit for this application.

Mooring Rates Discussion:
Chris Daly opened up the discussion with commentary that we may want to recommend equalizing the resident and non-resident rates. All other towns contacted during the Dock and Pier Policy investigation advised that they had done this.  Further discussion with Town Counsel, Advisory Committee, Harbormaster, Selectmen may be in order. 

Warren Nottleson and Nick Amdur will schedule a meeting with Town Accountant, Ted Alexiodes to review harbor funds, funding, use of mooring fees, etc.

There was brief discussion about Enterprise Funds as a financial model for the harbor activities.  

Municipal Harbor Plans:
The Planning Committee and Town Planner have expressed interest in creating a state-approved Municipal Harbor Plan.  Nick Amdur advised that the Planning Committee that a cohesive plan, across all involved town committees, commissions and boards, for the Hingham waterfront area was desirable. Chris Daly provided commentary from the Dock and Pier Policy investigation and advised that the MHP may not be the best vehicle for this.  Chris and Nick will attend the Planning Committee meeting on July 14th, for further discussion.

New Business:

Capital Outlay Committee – Nick Amdur to contact and ensure that our plans for future expenditures are incorporated in their future budget.
