Meeting was called to order at 7:30 pm; a quorum was confirmed.
Previous Meeting Minutes:
The previous meeting notes were reviewed. A recommendation was made to change some of the wording
to clarify the number of moorings at World’s End. D. Beal made a motion to approve the minutes with the
recommended change. A. Perrault seconded the motion. A vote was taken and it was unanimously
approved. C. Daly to make changes to the draft of minutes as approved and distribute.
Harbor Planning Task Force Update
A. Perrault provided an update on the Task Force’s activities to the Committee that included the Task
Force’s discussions on the proposed Overlay District for the harbor area and the reasons for it.
Dock and Pier Regulations
C. Daly advised that the Conservation Commission was still making progress on the regulations. The
draft of regulations has been sent to Town Counsel to review. If HHDC members have comments and
suggestions on the draft they should be emailed to C. Daly and he will package them up and forward to
the Conservation Commission.
Historic District Update
N. Amdur gave an update on the status of the Historic Commission’s efforts to create the Barnes-Old
Colony Historic District near the Inner Harbor.
Harbormaster’s Update
K. Corson provides an update on the activities of the Harbormaster’s office:
o Inner Harbor Dredging – completed on February 14th. The surveyor (CLE) is currently taking
depth readings of the dredged area.
o Mooring regulations – working on final draft.
o Harbor Optimization – reviewing loads that moorings can handle based on certain weather
conditions. The plan is still to add a significant number of moorings to the harbor this coming
season.
o Waiting list – letters have been sent to all applicants on the waiting list asking about their interest
in a mooring this coming season.
o Multiple mooring permits held by one person – the Harbormaster will use best efforts to locate
vessels within close proximity.
o Mooring Permits – March 1st is the deadline for renewals. Permits will be sent out around April
1st. Soon thereafter Mooring Permit holders can go to the Harbormaster’s website to see their
assigned mooring location.
o 10A permits – starting the renewal process for permitted floats and getting non-permitted floats
into compliance.
o Worlds End Moorings – CLE Engineering has taken depth readings and a complete optimization
analysis of the area is still pending. May have around 30 moorings in the field. There will be
transient moorings for a daily fee. It is still to be decided who will provide the moorings tackle.
The waiting list for mooring permits will be opened on March 1st. The application form is on the Harbormaster website.
o Harbormaster’s Budget – not yet resolved. Still being discussed with Board of Selectmen.
Discussion of dredging at and near Hingham Harbor Marina
Resident and owner of HHM, Dana Baxter expressed concern with the cost estimates provided by the
dredging contractor. Mr. Baxter’s concerns surrounded the significant change in amount of material to be
dredged in the dock area of HHM from the initial estimate, to a second estimate and now to a final
estimate. Mr. Baxter went on to state there is confusion as to the defined lines between the Town owned
area to be dredged and HHM’s area to be dredged.
K. Corson responded that he would look into the situation and the areas to be dredged. C. Daly
commented that it would be in all party’s interest to work out the situation quickly.
Mr. Baxter also commented that the dredging of the area that is controlled by the Town was completed on
February 15th. Harbormaster Corson stated that the official completion of the dredging of the area that is
controlled by the Town was completed on February 14th.
Foundry Pond Dredging

Agenda for next meeting
N. Amdur advised that he had been contacted by MJ Schultz, Attorney for Bare Cove Marina, and had
requested time to speak to the Committee at the next meeting in regards to the potential warrant article
concerning the lease of Town owned parking spots to Bare Cove Marina. It was agreed that this item
would be added to the agenda of March meeting.
C. Daly made a motion to adjourn the meeting. A. Perrault seconded the motion. A vote was taken and it
was unanimous in approval. The meeting was adjourned at 8:57 pm
