The meeting was called to order at 4:00 P. M. by Jean Montgomery, chairman pro tem. Present were Greg Hall and Carolyn Kelliher. The minutes from the previous meeting were approved. Carolyn Kelliher was elected as Committee secretary.
Discussion took place regarding the hand-outs from the previous meeting. Jean distributed a draft application and draft guidelines. The committee discussed appropriate age thresholds for disabled and non-disabled individuals. It was suggested that 60 years of age be used for a one year trial.
Irma Lauter of the Advisory Committee joined the meeting.
The committee reviewed the policies used in five other communities. It was noted that some communities leave decisions to the “discretion of the committee” which provides more flexibility than rigid policies.
After discussion, it was agreed that people eligible for 41A exemptions would not be eligible for the Elderly and Disabled Taxation Fund, that there should be a residency requirement of one year and that elderly must be at least 60 years of age as of July 1, 2009. It was agreed to use the guidelines in Jean’s draft guidelines for disabled applicants.
Greg indicated he would look at the asset requirements and confer with Lane Partridge. He will also check with one of Newton assessors to see how they may have handled privacy issues. The next meeting is scheduled for 4:00 P.M. on December 15th.
At 5:30 P.M. the meeting was adjourned.
