Sgt. Horte called the meeting to order at 7:05 PM.

In new business, Betsy Harling and Douglas McCaig came before the Committee to explain they were in the process of requesting to use 3 Otis Street for land-based training for the Hingham High School Rowing Association. As part of that process they wanted to ascertain if the Traffic Committee could foresee any parking issues in this area. They explained the building would be used off-season from marina-associated use, most likely from approximately November 5, 2008 to May 15, 2009. They are requesting to use this facility for one season only. They explained there would be approximately 20 students at most. Parents would drop some off, and some would be utilizing the parking spaces. Discussion ensued regarding parking in this area, and all agreed that during non-boating times there should not be any problem with a small number of cars parking in the vicinity of 3 Otis Street. There were no objections by Traffic Committee members for the High School Rowing Association to park in this area.

Sgt. Horte asked that the Committee revisit discussion on their previous recommendation to the Board of Selectmen on Jake braking made on June 27, 2008. The recommendation had used the phrase “creating a by-law/ordinance, and Sgt. Horte said the Town wanted to handle it differently. Sgt. Horte made a motion to recommend to the Board of Selectmen so as to amend the Traffic Rules and Orders to prohibit use of Jake Brakes in the Town of Hingham. After discussion Harry Sylvester seconded this with all in favor. (Attached is a copy of the Town of Norwell article which addresses their change to Traffic Rules and Orders.)

Sgt. Horte asked if there were any concerns over the minutes of the previous meeting. There were none, and they were accepted.

Sgt. Horte told the Committee of some possible future topics for the Traffic Committee, and then adjourned the meeting at 8:00 PM.
