Meeting Minutes

MAY 11, 2005

A meeting of the Hingham Comprehensive Wastewater Master Plan Committee (Committee) was held on May 11, 2005 in the South Hearing Room, 210 Central St. Hingham, MA. The meeting was called to order by Mr. MacIver at 7:13pm.

David Polcari, Project manager

CHAIRMAN’S MESSAGE Mr. MacIver thanked Dr. Shilts for facilitating the March 30th meeting, and for the productive nature of that session.

MINUTES Dr. Shilts reviewed the draft minutes from the March 30, 2005 meeting.
Thereafter, a MOTION was made by Mr. Babin and Seconded by Mr. Hull and it was VOTED;
To approve the minutes of March 30, 2005 as presented.

ELECTION OF OFFICERS Nominations for the positions of Chairman and Secretary were requested from the floor.
Thereafter, a MOTION was made by Mr. Mahony and Seconded by Mr. Brandt and it was VOTED;
To nominate Mr. MacIver to serve as Chairman of the committee.
Thereafter, a MOTION was made by Mr. Mahony and Seconded by Mr. Babin and it was VOTED;
To nominate Dr. Shilts to serve as Secretary of the committee.
Where no additional nominations were presented,
Mr. MacIver and Dr. Shilts will serve in these respective positions.

MASSACHUSETTS DEPT. OF
ENVIRONMENTAL PROTECTION Mr. MacIver discussed a “non-Committee” meeting that he and Mr. Polcari attended at the Dept. of Environmental Protection (DEP) in April. He reported that the DEP was pleased with the general context of the initial draft scope of our Comprehensive Wastewater Management Plan (CWMP) but that issues of Hingham’s water supply and interbasin transfer of waters were also very important.
A “split-scope” process delineating the differences between a CWMP (narrow-scope study) and a Comprehensive Water Resources Management Plan (broad-scope study) and the requirements of both were discussed.
Tangential water-related issues of germane interest to the Town were also talked about.

COMPREHENSIVE WASTEWATER
MASTER PLAN PROJECT Mr. MacIver outlined the three functional processes that must be delineated within the CWMP development project:
(1) Scope
(2) Schedule
(3) Budget

► PROJECT SCOPE:
SCOPE OF SERVICES DEVELOPMENT Mr. MacIver reviewed with the Committee the scope of services originally drafted by Mr. Polcari and proposed additions/edits provided by the membership.
Thereafter, the following general concept was accepted by the Committee.
• The CWMP will encompass more comprehensive areas of study relative to Hingham’s water supply within the Phase I (Preliminary Studies) section of the proposed scope.
• The CWMP will NOT include a similar expansion of the Phase II (Development and Evaluation of Alternatives) section of the proposed scope relative to water supply-specific issues.
The Committee discussed the differences between the scope (contents) of the town’s CWMP and the scope of services (work) to be provided by CDM. Questions concerning the project’s costs, content, and relative consequences were expressed.
Thereafter, the Committee discussed the concept of including addendum(s) within our CWMP relative to certain areas of study but where this information would be outside of CDM’s authorship responsibility.
Furthermore, the Committee TABLED additional discussion on the proposed Phase I category “Identification and Preliminary Screening of Water Supply Alternative Sources" pending review of the project’s budget.

► PROJECT SCHEDULE: The schedule outlined during the March 30, 2005 meeting has not changed.

► PROJECT BUDGET: Mr. Morgan will prepare a preliminary written budget analysis for discussion during the Committee’s June meeting.

SCHEDULING The Committee will next meet on Thursday, June 9th at 7:00pm.

ADJOURNMENT The May 11, 2005 meeting of the Hingham Comprehensive Wastewater Master Planning Committee adjourned at 9:18pm.
