JUNE 9, 2005
A meeting of the Hingham Comprehensive Wastewater Master Planning Committee (Committee) was held on June 9, 2005 in the South Hearing Room, 210 Central St. Hingham, MA. The meeting was called to order by the Chairman at 7:08pm.

OFFICIALS PRESENT:
CAMP DRESSER & MCKEE INC. (CDM) Thomas Morgan, Liaison to Town of Hingham
David Polcari, Project manager
CHAIRMAN’S MESSAGE Mr. MacIver stated that he would need to leave the meeting early due to Town-related scheduling conflicts, but provided the Committee with information relative to town-commissioned-study budgetary processes.
AGENDA Dr. Shilts reviewed the draft agenda for the meeting.
Thereafter, a MOTION was made by Mr. Babin and Seconded by Mr. Mahony and it was VOTED;
To approve the agenda with additions.
MINUTES Dr. Shilts reviewed the draft minutes from the May 11, 2005 meeting.
Thereafter, a MOTION was made by Mr. Mahony and Seconded by Mr. Babin and it was VOTED;
To approve the minutes of May 11, 2005 as presented.
COMPREHENSIVE WASTEWATER
MASTER PLAN PROJECT
► PROJECT BUDGET: Mr. Polcari reviewed a draft potential budget with the Committee.
The following issues were discussed:
(1). Monthly project memoranda from CDM will be submitted to the Sewer Commission for review prior to pecuniary disbursement authorization.
(2). Required minority subcontractor goals were included in the proposed budget.
(3). Projected labor costs for the project totaling $394,690 was estimated.
► PROJECT SCHEDULE: A revised projected schedule includes:
Phase I, Collection of data: July/05 through Dec./05
Phase I, Public participation: Jan./06 and Feb./06
Phase II, Evaluation of alternatives: Mar./06 through June/06
Phase II, Submission of EIR: June/06
Phase II, Public comment: Summer/06
Conclusion/ Final EIR submission: Sept./06
► PROJECT SCOPE:
SCOPE OF SERVICES DEVELOPMENT Dr. Shilts reviewed with the Committee the revised scope of services plan and certain ‘tabled’ issues from the May meeting.
The following issues were discussed:
(1). Mr. Sullivan informed the Committee of comments made by the State relative to water supply and wastewater issues currently being reviewed by the Massachusetts Department of Environmental Protection (DEP). (see below)
(2). The two proposed study sections Water Supply Needs/ Problem Identification and Identification and Preliminary Screening of Water Supply Alternative Sources were removed from consideration within the final scope.
Thereafter, a MOTION was made by Mr. Babin and Seconded by Mr. Brandt and it was VOTED:
To approve as final copy, the previously revised Scope of Services document as further amended.
NEW BUSINESS:
UPDATED STATE DIRECTIVES Mr. Sullivan informed the Committee of the following three (3) requirements outlined by the Secretary of Environmental Affairs in her May 9, 2005 reply to a request to permit an additional water supply source within the Town of Hingham (EOEA# 13480):
(1). The Town (Town of Hingham) should develop a Comprehensive Water Resources Master Plan relative to community and environmental water-management issues.
(2). The town’s water supplier shall work with the Town (the Committee) in the planning process relative to wastewater out-of-basin transfers and recharge of the Weir River watershed.
(3). The town’s water supplier shall develop with the Town an offset feasibility study and collaborative efforts relative to water restrictions and water/sewer offsets should the Weir River watershed be determined to be stressed.
PUBLIC OUTREACH PROGRAM Mr. Polcari will develop an executive summary of the contents of the finalized Scope of Services for review by the Committee and potential distribution to the public media.
COMMITTEE COMMUNICATIONS The Secretary was instructed to update the Committee’s communication process and forward committee material to any member who may not have received this information.
SCHEDULING The Committee will next meet in or around September 2005.
ADJOURNMENT The June 9, 2005 meeting of the Hingham Comprehensive Wastewater Master Planning Committee adjourned at 9:00pm.
