The Town Accountant's office consists of the Town Accountant/Finance Director, Ted C. Alexiades, one full time Staff Accountant, one full time Payroll Administrator, one full time Accounts Payable Specialist, one full time Manager of Information Systems and one part time Systems Analyst.
Town Accountant/Finance Director, Ted C. Alexiades has been awarded the Certificate of Achievement for Excellence in Financial Reporting for thirteen (13) consecutive years (1996-2008) by the Government Finance Officers Association of the United States and Canada. He is a member of both the Government Finance Officers Association and the Massachusetts´ Government Finance Officer´s Association. This certificate is awarded to government units and public employee retirement systems whose comprehensive annual financial reports (CAFRs) achieve the highest standards in government accounting and financial reporting. The Town Accountant/Finance Director performs complex administrative, supervisory, and professional work in managing the municipality's accounting and financial systems. Work includes planning, organizing and supervising the financial activities of the town, including the maintenance of revenue records, and the maintenance and control of expenditures and financial records pertaining to the town appropriations. The Finance Director/Town Accountant is responsible for the administration of the Employee Benefit ad Worker's Compensation Plans and the town's insurance program; and maintains and coordinates the town's data processing system. The Town Accountant/Finance Director advises the Town Administrator, Board of Selectmen, and Advisory Committee on financial matters; and coordinates the financial activities of the Town Accountant's, Board of Assessors, and Treasurer and Collector's offices.
The Staff Accountant assists the Town Accountant/Finance Director in performing complex administrative and supervisory work in the overall management of the municipality's accounting system, including: providing postings to the General Ledger for expenditures, revenues and adjustments, preparing information for year-end closings, reconciling accounts, compiling information and preparing reports, analyzing funds and financial information, supervising the work of employees, and ensuring for the efficient operation of the Accounting Department.
The Payroll Administrator performs accounting and payroll administration functions for the Accounting Department. Work includes administering payroll, reconciling accounts, compiling a variety of information and preparing reports, responding to inquiries and requests from internal and external customers, and maintaining files and records for the department.
The Accounts Payable Specialist performs responsible accounting and data entry functions for the Accounting Department. Work includes compiling a variety of information and preparing reports, preparing and processing invoices for weekly vendor warrant, printing vendor checks, reconciling expenditure accounts for all departments monthly, responding to inquiries and requests from internal and external customers, and maintaining files and records for the department.
The Manager of Information Systems is responsible for the technical administration of the town's website, computer network and Voice over IP (VoIP) telephone system. The Town and School network consists of fourteen (14) locations including 6 schools.
Administers the town's network for eight (8) buildings including firewall, routers and switches; Microsoft Windows servers; Microsoft Exchange email; database servers including Microsoft SQL, Oracle and IBM Informix; system back-ups, disaster recovery and system security; providing user support for software, hardware, all computers and peripherals; provides basic end user training in operating system, network, and applications.
The VoIP telephone system operates over the Town's computer network as opposed to a traditional telephone system and spans eleven (11) municipal buildings. Administration of the VoIP telephone system includes user telephone /configuration, adds/moves/changes, and dial plan changes.
Provides design enhancements and updates for the town's web sites.
Procures equipment and services; develops the Information Technology budget; develops and maintains technology policies and procedures; maintains service contracts and software licensing.
The Systems Analyst (part time) is responsible for software application management, maintenance, and end user training. Aids in implementing and maintaining the Town's IP data network infrastructure (including routers, firewalls and switches) across eight (8) locations, Microsoft Windows based servers, system back-ups and disaster recovery, configuration and maintenance of printers and other peripherals, configuration and maintenance of end user workstations and laptops, application deployment and configuration, Microsoft Exchange email administration, and system security.
Configures and maintains the Town's voice over IP (VoIP) telephone system located across eleven (11) locations including telephone/user configuration and adds/moves/changes.
Provides design enhancements and updates for the town's web sites. Provides training to departmental end users in order to update their portion of the website.
Develops and maintains technology policies and procedures.
