Filing has been put on hold until Board of Selectmen approves concept.
Correspondence received on 11 20 09 from Representative requesting that the hearing for the Ward St. Turf Fields
be continued to the next available date.

Old/New Business – Meeting called to order at 7:02 p.m.
1. Approve 11 16 09 draft minutes
Discussion: Edits were discussed and noted.
Motion: Commissioner Coughlin motioned to approve the 11/16/09 draft minutes as amended.
Second: Commissioner Berry In Favor: All Opposed: None

2. Approval of Conservation Meeting Dates and Submission Dates January – June 2010
Submission dates not ready. Tabled until the next Conservation meeting.

3. Housekeeping – No corrections needed on contact listing for members.

4. Conservation Easement – Steven’s Way, Hingham, MA
Discussion: The Conservation Officer noted that the purpose of the easement is to assure that the premises will be retained in its natural and open space condition for conservation and wildlife habitat preservation purposes. The easement uses the standard legal language. It was sent and reviewed by Counsel for the Town. The Hingham Conservation Commission will be responsible for enforcing the easement.

Motion: Commissioner Coughlin motioned to approve the Conservation Easement for Steven’s Way.
Second: Commissioner Berry In Favor: All Opposed: None

5. Foundry Pond Status Report
The Conservation Officer reviewed the pro’s and con’s of breeching the dam vs. dredging the dam and asked the Commission which method do they prefer to go with. The Commissioners indicated that they wanted the GZA engineers to stay engaged and to continue their efforts with the dredging.

6. Land Use Boards Reorganization
The Conservation Officer reviewed the land use permitting reorganization and Katy Lacy-Planning will be the new head of this permitting area.

Request for Determination of Applicability
5 Brewster Road
Applicants: Laurel and Scott Ryan / Representative: Richard Grady, Grady Consulting, L.L.C.
Presentation:
• Pumping and removal of the existing cesspool
• Installation of a new septic system –1500 gallon septic tank, distribution box
• Moving system further away from the wetlands

The Conservation Officer noted that this would be improvement and the best solution.

Motion: Commissioner Berry motioned to issue a Negative Determination of Applicability for 5 Brewster Road with erosion controls.
Second: Commissioner Villanova In Favor: All Opposed: None

Commissioner Babin noted that a public hearing has never opened before the Conservation Commission so there is no need to vote to grant a continuance on the Ward St. Turf Fields.
