Old/New Business – Meeting came to order at 7:05 p.m.
1. Public review of Revised 2010 Town of Hingham Wetlands Regulations – Draft
Discussion: The Conservation Office did not receive any written comments or emails on the public draft. The Commissioners reviewed Attorney Lauren Galvin’s correspondence dated 2/25/10 on the public draft wetlands regulations.
Suggested Revision #2 - Land Subject to Flooding – Do not change.
Suggested Revision #14 - Section 7.8 Denials page 17 - Change wording (3) from denial to decision.
Suggested Revision #15 – Section 9.0 - Change wording from Right of Entry to Entry to Property for Review Purposes.
Suggested Revision#15 – Section 9.0 a - Change wording from issuing violation notices to enforcement order.
Suggested Revision #18 – Section 14.0 Appeals - Revised to Attorney’s Galvin’s wording.
Suggested Revision #25 discussed with the Commission.
Suggested Revisions to Waiver of 21 day Deadline - Revised to Attorney Galvin’s wording.
Commissioner Nielsen opened the hearing to the public for comments on the draft. None Present. It is noted for the record that no written comments were received on the public draft. Commissioner Nielsen closed the hearing to the public.
Motion: Commissioner Berry motioned to adopt the Hingham Wetlands Regulations Draft for Public Review as amended by discussion tonight. Second: Commissioner McIsaac In Favor: All Opposed: None
Other Business
Foundry Pond – DEP SE 034 1026
The Conservation Officer noted that the Order of Conditions that was issued for the dredging of Foundry Pond would need to be revised.
Extension Letter Requested for the Dredging of Hingham Harbor - DEP SE 34 0988
The Conservation Office has received a request that a letter be written to Burnham Associates for their files indicating that the Commission approved the dredging through February 28, 2010.
Motion: Commissioner Berry made a motion for the Conservation Officer to write a letter to Burnham Associates noting that the Conservation Commission voted to extend the dredging of the Harbor to February 28, 2010.
Second: Commissioner McIsaac In Favor: All Opposed: None
