1. Continued discussion on proposed changes to Hingham Wetland Regulations
Discussion:
• Additional research is needed with preparing and the FEMA maps need to be adopted by July 17, 2012.
Motion: Commissioner Berry motioned to continue the discussion on proposed changes to Hingham Wetland Regulations to the 4/9/12 meeting.
Second: Commissioner Villanova In Favor: All Opposed: None
2. Continued Article Discussion
To Designate the South Shore Industrial Park as a Chapter 43D Priority Development Site
Discussion:
• A resident would like to present their research on this at the 3/12/12 meeting.
• More research is needed by some of the Commissioners before a vote is taken.
Motion: A Commissioner motioned to continue the discussion on Chapter 43D till 3/12/12.
Second: Commissioner Villanova In Favor: All Opposed: None
3. Gift of Land on Ship Street
• Real Estate Attorney Susan Murphy has prepared the paperwork for the gift of land to Conservation for 36 Ship Street. The family is getting an appraisal. Commission voted at the 1/23/12 meeting to accept the gift. Signatures are needed on the legal paperwork.
4. Approve Draft Minutes – 2/6/12
Discussion of the draft minutes.
Motion: Commissioner Berry motioned to approve the draft minutes of 2 6 12 as amended.
Second: Commissioner McKenna In Favor: All Opposed: None
The Chair read the usual information pertaining to filings.

Proposed construction of a new Hingham Middle School

Paul Brogna – Sea Coast Engineering - Peer Reviewer for Planning Board and Conservation
• Reviewed his findings from correspondence dated 2/27/12
• Revised plans, drainage calculations and responses have been satisfactory addressed questions, comments and concerns
• Have done a good job on landscaping plan – good effort is being made to restore the wetland and buffer zones – will see less disturbance with current revised plans
• What few open items remain can be conditioned in an Order of Conditions such as snow storage, ensuring the protection of the resource areas during construction and demolition, as well as after construction is finished.
Conservation Officer
• Thanked Mr. Brogna and concurs with his observations
• Commission could close and issue an Order with special conditions dealing with snow storage, pesticides, drainage cleaning etc.
Commissioner Nielsen opened the hearing to the public. Hearing none, Commissioner Nielsen closed the hearing to the public.
Motion: Commissioner Coughlin motioned to close the hearing for 1103 Main St. and issue an Order of Conditions.

8 Captain Thomson Lane – DEP SE 34 1099

Presentation – John D'Angelo
• Applicant proposes to construct a 24'x24' addition onto the northeasterly end of existing home and associated work within 100 feet of a BVW
• Most of the 4.77 acres of land on the property is not buildable
• Have tried many design options, this is the best
• Area is previously disturbed with plantings, lawn and fence
• Requesting the Con. Commission to give relief for the 2 corners that come into the no build zone of the buffer.
• Will also be approaching the BOA for relief
• No machinery will be used, erosion controls will be set up, and no mud will enter into the street.
Conservation Officer
• Applicant and representative have presented many draft designs
• 50' buffer has been developed and disturbed, lot is difficult to work with
Discussion from Commission
• Cannot approve as presented
• Would like to know the square footage that goes into the buffer? (Representative did not have numbers available)
• Cannot design your project for you, however could the addition be made smaller and the corners clipped down?
• Commission Nielsen read Mr. Zimmerman's (Wetland Scientist) comment about the wetlands bylaw from the Notice of Intent.
Representative concurs that he can make the addition smaller.
Commissioner Nielsen opened the hearing to the public. Hearing none, Commissioner Nielsen closed the hearing to the public.
Motion: Commissioner Berry motioned to close the hearing for 8 Captain Thomson Lane and issue an Order of Conditions with a revised plan being approved by the Conservation Officer.
