APRIL 16, 2009
A regularly posted meeting of the Hingham Board of Health (the Board) was held on Thursday, April 16, 2009, in the South Hearing Room, 210 Central St. Hingham, Massachusetts.
The meeting was called to order by Mr. Bickford at 6:01pm.
MEMBERS PRESENT:

STAFF PRESENT:
Bruce Capman, R.S., Executive Health Officer
AGENDA:
Mr. Capman reviewed the meeting’s draft agenda.
Thereafter, the agenda was accepted with additions.
TOWN OF HINGHAM, BOARD OF HEALTH:
REQUEST FOR PROPOSALS FOR ENGINEERING CONSULTING SERVICES FOR THE BOARD OF HEALTH
Mr. Capman reviewed with the Board the Request for Proposals (RFP’s) relative to qualified engineering firms’ consulting services for the upcoming three-year term from 6/1/09 through 5/31/12.
The Board reviewed the following documents:
• Public Notice dated 2/17/09 for the submission of RFP’s
• Proposal Packet Contents template (27 page)
• RFP and Comparative Evaluation Criteria form from Fuss & O’Neil, Inc., dated 4/13/09
• RFP and Comparative Evaluation Criteria form from Green Environmental, Inc., dated 4/13/09
• RFP and Comparative Evaluation Criteria form from Seacoast Engineering Company, dated 4/13/09
The following issue was discussed:
• The Fuss & O’Neil proposal was received fifteen (15) minutes after the submission deadline. The Board decided to include the RFP within the review process, but would seek an opinion from Town counsel regarding the ultimate legitimacy of this late submission.
RFP results:
• Fuss & O’Neil, Inc.: Item #2 was found unacceptable. Services pricing was submitted at $12,450
• Green Environmental, Inc: Services pricing was submitted at $7,900
• Seacoast Engineering Company: Services pricing was submitted at $10,850
Mr. White suggested that the Board interview the two (2) top scoring firms.
Thereafter, a MOTION was made by Mr. White and Seconded by Dr. Shilts and it was VOTED (unanimous);
To interview representatives from Green Environmental, Inc. and Seacoast Engineering Co. on Thursday, April 23rd at 8AM for the position of consulting engineer to the Hingham BoH.
TOWN OF HINGHAM REGULATION:
PROHIBITING SMOKING IN WORKPLACES AND PUBLIC PLACES
The Board signed a formal copy of the updated regulation that went into effect April 1, 2009.
The Board reviewed the following document:
• (Town of Hingham) Field Information
The following issues were discussed:
• The above document lists 24.25 acres of ‘Selectmen Fields’, ‘School’ fields, and ‘Recreation’ fields that will come under the jurisdiction of the smoking regulation.
• The Board is unsure how much of the 6 acres listed under “Waterfront” may or may not include the bathing beach.
EXECUTIVE HEALTH OFFICER’S REPORT:
• The Commonwealth of Massachusetts, Dept. of Public Health
Mr. Capman provided the Board a 2003 Appendix from the Dept. of Public Health outlining the “Required Duties of Local Boards of Health in Massachusetts”
• 48 Whiting Street
Mr. Capman reviewed with the Board his letter of 3/2/09 regarding the issue of monitoring wells.
MINUTES:
The Board reviewed the minutes from the February 26, 2009 meeting.
Thereafter, a MOTION was made by Dr. Shilts and Seconded by Mr. White and it was VOTED (unanimous);
To approve the public minutes of February 26, 2009.
SCHEDULING:
The next regular meeting of the Board is scheduled for Thursday, May 21, 2009 at 6pm.
