A regular posted meeting of the Hingham Board of Health (the Board) was held in the South Hearing Room, 210 Central St. Hingham, Massachusetts.
The meeting was called to order by Dr. Shilts at 6:14PM.

AGENDA
Mr. Capman reviewed the meeting’s agenda with the Board.
Thereafter, the agenda was accepted with additions.
ANIMAL FACILITY PERMITS
• 230 WARD STREET
The Board reviewed a 5/27/08 Animal Facility application and accompanying 9/29/09 inspection form.
Permit applicant: Nick Trifone
Thereafter, a Motion was made by Mr. White and Seconded by Mr. Bickford and it was VOTED (unanimous);
To issue a temporary permit to keep animals through 12/31/10, and that the facility owner must appear before the Board prior to and as a condition for renewal.

The Board reviewed a 11/13/08 Animal Facility application and accompanying 10/2/09 inspection form.
Permit applicant: Jennifer Trinchera
Thereafter, a Motion was made by Mr. White and Seconded by Mr. Bickford and it was VOTED (unanimous);
To issue a permit to keep animals through 12/31/10.
• 86 PLEASANT STREET
The Board reviewed a 9/26/08 Animal Facility application and accompanying 9/18/09 inspection form.
Permit applicant: Stephen Demenna
Thereafter, a Motion was made by Mr. White and Seconded by Mr. Bickford and it was VOTED (unanimous);
To issue a permit to keep animals through 12/31/10.

The Board reviewed a 6/10/08 Animal Facility application and accompanying 9/29/09 inspection form.
Permit applicant: Ed Pitcauage
Thereafter, a Motion was made by Mr. Bickford and Seconded by Mr. White and it was VOTED (unanimous);
To issue a permit to keep animals through 12/31/10.
• 98 PROSPECT STREET
The Board reviewed a 10/27/09 Animal Facility application.
Permit applicant: John O’Connell
Thereafter, a Motion was made by Mr. White and Seconded by Mr. Bickford and it was VOTED (unanimous);
To issue a temporary permit to keep animals through 12/31/10, conditional that the proposed barn be permitted & constructed and a revised application provided to the Board for review prior to introducing animals at this location.
Mr. Bickford recused himself from the meeting
• 65 LAZELL STREET
The Board reviewed a 11/24/09 Animal Facility application.
Permit applicant: Peter Bickford
Thereafter, a Motion was made by Mr. White and Seconded by Dr. Shilts and it was VOTED (unanimous, with Mr. Bickford absent);
To issue a permit to keep animals through 12/31/10.

HINGHAM BOARD OF HEALTH PERMIT AND LICENSING FEES
Mr. Capman reviewed with the Board the current fee schedule dated 1/1/07.
The following documents were reviewed:
• Town of Hingham Municipal Fee Schedule, date of last update 2001-08-01
Thereafter, a Motion was made by Mr. White and Seconded by Dr. Shilts and it was VOTED (unanimous, with Mr. Bickford absent);
To approve the BoH permit and license fee schedule, as amended, effective 1/1/10.
EXECUTIVE HEALTH OFFICER’S REPORT:
Hingham Emergency Preparedness Plan
Mr. Capman briefly discussed with the Board the maiden use of Hingham’s Emergency Dispensing Site (EDS) which took place on 12/13/09. The EDS was used to provide H1N1 vaccinations to over 700 people. The exercise involved varied personnel from the health dept., fire dept., police dept., school dept., public works, and local CERT (community emergency response team) volunteers. Ms. Crowley will be providing the Board with a more detailed briefing of the EDS exercise at the January meeting.

Mr. Capman reviewed with the Board a 12/15/09 correspondence relating to an appeal relative to 14-16 Friend St. (Rear). Thereafter, the Board signed the included 4-page legal document.
H1N1 & Seasonal Flu Clinics
Mr. Capman mentioned that the next H1N1 flu clinic will be likely be held during the Jan. 9-10 weekend. Whether this clinic be held in the Town Hall, as is traditional, or as a second exercise of the Town’s EDS is still being determined.
Health Dept. Budget
Mr. Capman reviewed the dept.’s FY 2011 budget outlined in his 11/24/09 correspondence. He said the budget would be reduced compared to this year’s amount by approximately $12,000. He said the reduction principally reflects the pay differential relative to the currently open Health Agent position.
College Proceptorship Program
Mr. Capman reviewed a 12/4/09 letter from Administrator Paicos regarding the Town’s acceptance of a proceptorship program with Simmons College. He mentioned that a student intern would be assisting the Health Dept. in a wide variety of public health activities during the upcoming second semester, from January-May 2010.
Hingham Industrial Park Study/ Pond Park Drive
Mr. Capman reviewed with the Board the recently revised scope of services engineering study of wastewater needs for the Industrial Park area. He reminded the Board that the Selectmen are looking for financial assistance from the various land-use Boards to pay for this $50,000 study. He said that to date, the Planning Board has authorized $10,000 towards the study. He added that if the Health Agent position remained unfilled through the remaining winter months, there could be available funding to contribute to this effort.
Thereafter, a Motion was made by Mr. White and Seconded by Dr. Shilts and it was VOTED (unanimous, with Mr. Bickford absent);
To match any contribution from the Hingham Sewer Commission toward funding the Industrial Park wastewater study, up to a maximum of $10,000.

The minutes of 11/19/09 were not available for review.

The next meeting is tentatively scheduled for Thursday, January 21, 2010 at 6pm.
