7:00 PM Continuation of Site Plan Review Hearing
South Shore Baptist Church
Present for the Applicant: Rod Gaskell, Al Trakimas, SITEC Engineering; John Shea, Attorney; various members of the Church Board of Elders.
At the last meeting, the Applicant was asked to follow up with 1) a perimeter plan showing how the site boundary with each abutter would be treated, and 2) modifications to the lighting plan aimed at reducing light flow onto abutting properties.
Rod Gaskell provided a detailed description of the treatment that they were proposing to screen views of the church and its parking lot from abutters.
Abutter Sudby gave a brief Powerpoint presentation in which he set forth the abutter’s perspective, including a wide variety of questions and points about the role of the Dover amendment.
It was moved, seconded and SO VOTED by a majority of the Board to APPROVE the Site Plan (Gary Tondorf-Dick voted in opposition to approval), dated May 4, 2009, as modified by the Landscape and Abutter Screening Plan, as modified through 6/22/09 and the plan entitled “Lighting Proposal for South Shore Baptist Church”, dated 6/19/09, subject to the following conditions:
1. Prior to the issuance of a building permit, the Applicant shall provide to the Town Planner the following:
a. A Building Lighting Plan
b. A Lighting Control Program for all parking lot and building lighting including a provision that the rear parking lot lights shall be off except when in use and that, with the exception of security lighting, all remaining lights will be turned off at 10:30 AM.
2. The Applicant shall install and maintain site landscaping in accordance with the Landscape and Abutter Screening Plan, revised through 6/22/09, subject to the following modifications:
a. a split-rail fence shall be located along the entire easterly boundary of the church with the property of 556 Main Street; and
b. the note at the Northwest corner of the plan stating “All trees increased to 8’-10” shall be revised to read “All trees increased to 10’ to 12”.
c. The 6’ fence along the boundary between 20 and 22 Free Street shall be set back 10’ from Free Street to ensure proper visual clearance at the driveway to 20 Free Street.
d. The two Leyland Cypress trees shown on the site’s easterly boundary with 22 Free Street shall be substituted with Eastern Hemlock.
e. Fences will be installed so as not to disturb trees of 12” DBH or larger.
3. Install and maintain up to two signs stating “No Off-Road Vehicles”, or words to such effect” along the northeast perimeter of the parking lot.
4. Trash pick-up at the dumpster is prohibited between the hours of 8:00 PM and 8:00 AM.

Hingham Shipyard-Discussion of Condition re: Traffic Monitoring (see attached)
Ms. Lacy stated Leslie Cohen was seeking input from the Board on a proposed modification to the condition in the Special Permit (10A) outlining the requirement for off-site traffic monitoring. The condition ties them to a monitoring program for five years after all buildings are complete, but even though the commercial portion of the project (and the associated traffic impact) may be complete in the next year or so, the for-sale residential construction may not be complete for many years. Jeff Dirk has provided an alternative condition whereby traffic would be monitored at 50%, 75% 100% and one full year after occupancy.
Board members agreed with this modification in principle, but asked to defer a formal vote to modify the permit until the next meeting.
Update on Harbor Task Force
Ms. Lacy reported that the first meeting of the Harbor Task Force occurred on June 15, 2009. The next meeting will be a site walk on June 29 at 6:45 PM.
Update on Development Overlay District Study
Ms. Lacy reported that she, Judy Sneath, Kevin Paicos and Bruce Rabuffo made a short presentation to the Hingham Business Council on June 17, 2009 at Linden Ponds to seek their input on a proposed scope of work for a study of the South Hingham Development Overlay District. The primary task at hand for the Planning Board is to work on updating the relevant portions of the zoning by-law to reflect the Town’s planning goals for this area.
