7:00 Baker Hill Continuation of Hearing on Request to Extend the Time of Completion

Present: Planning Board Members, Judy Sneath, Chairman, Paul Healey, Clerk, and Susan Murphy. Also present was Planner Katharine Lacy. Present for the developer: Michael Intoccia, Rich Andrukonis, and Attorney Robert Shelmerdine, Intoccia Companies.
This is a continuation of a hearing ring initiated on May 24, 2010. At that time Intoccia Construction requested a continuation of the time permitted to complete the subdivision, which expired June 1, 2010. Board members requested that that the developer complete a fairly comprehensive list of work items that must be completed before the Board would vote to extend the time of completion. Mr. Andrukonis reported that the following items had been completed:
1. Change filter fabric in catch basins, install silt sack where needed.
2. Clean all drain outlets to remove obstructions
3. Expose catch basins where needed on entrances to common drives (this was done for all but one common drive at Lot 32 and lot 33)
4. Add stone to the base of the headwall at Pond #1 (at entrance to subdivision)
5. Clean all catch basins
6. Remove existing curb from catch basins where they are covered
7. Maintain general maintenance (street cleaning, erosion control, grass cutting)
8. Reconstruct the swale on the upside of Baker Hill Drive (90% complete)
At the close of the hearing, the Board VOTED to extend the time of completion for Christina Estates at Baker Hill to August 1, 2010. This vote is subject to the condition that
A) The following items are completed immediately
1. Remove all woodchips from the roadside, loam and seed.
2. Remove old silt fence where acceptable.
3. Provide $20,000 for Site Inspection Escrow Account.
4. Construct/restore the swale on upside of Baker Hill Drive near Lot 16.
5. Install frames and grates on the catch basins at the base of the common drive leading to lots 32 and 33, and
B) Complete the following items by August 1, 2010:
1. Install streetlights
2. Have a professional engineer inspect the Stormtreat infiltrations units near Fottler Road; clean and plant with vegetation as required.
3. Complete plans for wetland replication and vernal pool and submit to the Conservation Commission.
4. Install gate at emergency access between Hilltop Road and Baker Hill Drive.
5. Develop alternate plan for requirement for planting on berm.
The meeting was adjourned at 7:45 PM.
