7:05 Hawthorne Partners: Special Permit A3 and Site Plan Review in Association with Application for Special Permit A2
Present for the Applicant: Present for the Applicant: Scott Cohen, Hawthorne Partners; Theo Kinderman, Stantec engineering, and Robert Devin, Attorney.
Ms. Lacy provided an overview of events since the last hearing on this matter, which was on June 10, 2010. Following that hearing, peer review engineer John Chessia provided a supplemental review letter dated July 13, and peer traffic review engineer Jeff Dirk provided a supplemental review letter dated July 9. Ms. Lacy reported that the applicant’s consultants have worked with the Town’s peer review engineers, and at this point they have resolved all of the traffic issues, and almost all of the civil engineering issues.
Mr. Chessia reported that he had just received revised plans from the applicant’s engineer, but had not yet had time to review them to ensure that all of his comments had been addressed.
Mr. Dirk’s follow-up peer review included a confirmation that the 50 parking spaces shown on the plan will be sufficient for the proposed use, and is in compliance with the Zoning By-Law, so the A3 is not necessary.
Planning Board members reviewed the project in accordance with the criteria set forth in Section I-I of the Hingham Zoning By-Law.
Applicant’s representatives discussed lighting plan. Question of allowed height of lights was asked. Katy Lacy said 16’ is the rule of thumb for the overall height of the structure. Board members requested that the parking lot and outdoor lighting site lighting be reduced in height from 17’ to 16. Judy Sneath asked if the light intensity would be at zero at the property line. Scott Cohen replied saying that it would be at zero and that they will submit a lighting plan when the lights are put on the building. Applicant shall ensure that clear lines of site are provided and maintained at all times to and from the access drives. The driveway from Wm. B. Terry Road shall be restricted to entering traffic only and that appropriate signage will be provided. Dumpster pick up will be 2 days a week and the dumpster will be located in the back of building near the fence. Planning Board requested a revised Erosion and Sediment Control Plan to be approved by peer review consultant.
It was moved, seconded and SO VOTED to APPROVE the Site Plan entitled “Application for Special Permit and Site Plan Approval for Senior Housing Use, Epoch Senior Housing” dated June 4, 2010 and revised through June 22, 2010, prepared by Stantec Engineers for Hawthorne Partners, with the following conditions:
1. The Applicant shall be required to maintain clear lines of sight at all times from the access drives serving the site.
2. The driveway into the site from Sgt.William B. Terry Drive shall be restricted to entering traffic only; appropriate signs (One-Way and Do Not Enter) and pavement markings indicating the regulated flow of traffic shall be provided.
3. Outdoor site lighting shall be limited to 16’ in height.
4. Prior to the issuance of a Building Permit, the Applicant shall provide a stormwater management/ erosion and sediment control plan for review and approval by the Town’s peer review engineer.
5. Prior to the issuance of a building permit, the Applicant shall provide a revised site lighting plan for review and approval by the Board.
6. Prior to the issuance of a building permit, the Applicant shall revise the plans to show the location of the proposed drainage easement leading to the detention/retention basins.
7. Prior to the issuance of a building permit, the Applicant shall investigate the existing storm drain on Beal Street to ensure its suitability to serve the project and identify its final discharge location.
8. Prior to the issuance of a building permit, the Applicant shall provide a Stormwater Pollution Prevention Plan in accordance with NPDES requirements.
9. The plan should be modified to indicate a 12-inch pipe in Basin 2 leading to the outlet structure.

Form A – 72/74 Hull Street
This ANR Plan will result in a multi-step land swap between three residential properties. No new lots will be created. 80 Hull Street is getting 3,440 square feet from 72/74 Hull Street; 72/74 Hull Street is getting 1029 square feet from 70 Hull Street, and 70 Hull Street is getting 347 square feet from 72/74 Hull Street.
It was moved, seconded and SO VOTED to endorse the Form A plan entitled “Plan of Land, 70 Hull Street, Assessor’s Map 55 Lot 1 - 72, 72R, 74 & 80 Hull Street, Assessor’s Map 44 Lots 7 & 8 Hingham, MA,” dated 07/07/10, prepared by McKenzie Engineering Group, Inc., prepared for Mario & Maria Marcella.
Minor Modification, 9 Sharp Street
The Applicant, 9 Sharp Street LLC, has requested a minor modification to the Site Plan Approval dated May 27, 2010, to raise the overall elevation of the site by .08, which will result in less fill and lower retaining walls. The change is stemming from a revised assessment of groundwater levels following test pits. I ran the suggested change past John Chessia, and he indicated that it would have no real impacts on the overall design.
It was moved, seconded and SO VOTED to approve the request for a minor modification.
