6:30 PMBaker Hill:Request to Extend the Time for Completion
Richard Andrukonis came before the Board to request an extension of the time to complete the Baker Hill Subdivision. He reported that work was underway on lots 13, 32 and 33. Chairman Paul Healey urged Mr. Andrukonis to be vigilant about plowing and sanding, as there had been numerous complaints.
It was moved, seconded and SO VOTED to extend the time of completion for the Baker Hill Subdivision to May 30, 2011.
7:00 PMContinuation of Zoning Hearings
The zoning hearings originally scheduled for this evening relative to the Hersey House and Tree and Park Barn were continued by the Selectmen.
ARTICLE 12:To see if the Town will amend the Hingham Zoning By-Law at Section IV-G, Schedule of Uses, at subsection 8(a)(ii), replace the existing sentence “Residential use as allowed by paragraph 8(c) shall not exceed 15% of the total allowable project square footage,”with the following sentence “Residential use as allowed by paragraph 8(c) shall not exceed 15% of the total allowable project square footage; provided, however, that an additional 1.5% of residential use shall be allowed if located in a Commercial/Residential Building.”
Leslie Cohen, Samuels Associates, and Jeffrey Tocchio, Attorney, came before the Board to discuss this proposed amendment to the Zoning By-law that would allow for an additional percentage of the Floor Area Ratio at the Shipyard to be dedicated to residential use. The way the By-law is written, the additional residential area would be limited to space located on upper stories of mixed use (commercial/residential) buildings. Ms. Cohen estimated that the proposed change could allow for an additional 22 units to be built at the Shipyard. Board members discussed the article, focusing questions about how this modification would benefit the Town. Mr. Healey expressed concern about additional impacts on Police Fire and the Schools. Ms. Cohen responded that it was critical for the success of the entire project for the mixed use buildings to succeed, and to simply get more people living in the development. Board members recommended that the Petitioner provide information about potential impacts on Town resources, as compared to benefits from the project.
