Present for the Applicant: Scott Cohen, Hawthorn Partners, and Attorney Robert Devin

The applicant is requesting a minor modification to the Site Plan and Special Permit A2 for issued by the Planning Board and ZBA in 2010 for the Bridges at Hingham, a memory care facility proposed for the corner of Beal Street and William B. Terry Drive. The proposed modification would allow for the reconfiguration of the of the Phase I portion of the project as shown on a plan dated March 22, 2011 prepared by JSA Architects, Interiors, Planners, and submitted to the Planning Board with this request. The impetus behind this change is to allow for the provision of two “companion” units, which are double occupancy suites with a shared bathroom, and which would be available at a lower cost.

It was moved, seconded and SO VOTED to approve the request for a minor modification to the Site Plan for the Bridges at Hingham as shown on the plan dated March 22, 2011 prepared by JSA Architects, Interiors, Planners, Portsmouth, NH.

This hearing was continued in order to give the applicant time to address technical issues in the subdivision plans identified, in a letter dated April 4, 2011 prepared by the Town’s peer review engineer John Chessia. The next hearing on this matter was scheduled for May 2, 2011, unless Town Meeting is still going on, in which case the hearing will be held on May 9.The Applicant provided a letter to the Board allowing an extension of the time allowed for review and approval to May 21, 2011.

Old/New Business

1. Request to Waive the Requirement for Site Plan Review, 1 Technology Place

Serono Labs, at One Technology Place, has submitted an application for a Building Permit for interior renovations to convert portions of some of the existing labs to office space. All of the work will be limited to the interior of the building. In terms of parking, the original ZBA decision for Serono calculated parking for this lab/office facility as if it were all offices (3.5 spaces per 1000 square feet) and granted a waiver to allow for the construction of only 585 out of the 700 required spaces. The amount of parking, and the demand, will not be affected by this project.

It was moved, seconded and SO VOTED to approve the request to waive the requirement for Site Plan Review in accordance with Section I-I (5) of the Hingham Zoning By-Law.

2. Request to Waive Requirement for Site Plan Review, 30 Pond Park (Owned by A.W. Perry)

The current tenants of the building at 30 Pond Park, Duncan and Dugmore, are moving from one portion of the building to another smaller portion of the building. The site is 3.23 acres; the building is 37,500 square feet. The remaining space in the building has been vacant and will remain vacant.

It was moved, seconded and SO VOTED to approve the request to waive the requirement for Site Plan Review in accordance with Section I-I (5) of the Hingham Zoning By-Law.

3. Appoint Planning Board Representative to Harbor Planning Task Force

Planning Board member William Ramsey was appointed as the Planning Board’s representative to the Harbor Planning Task Force.

4. The Board voted to approve the Minutes of March 28, 2011

The meeting was adjourned at 7:45 PM.
