MINUTES OF MEETING
HINGHAM CONTRIBUTORY RETIREMENT BOARD
July 21, 2005

 

A regular meeting of the Town of Hingham Contributory Retirement Board was held in the Town Hall on Thursday, July 21, 2005.  Ted C. Alexiades, Thomas P. Hall, Eileen A. McCracken and Jean M. Montgomery and Peter J. Blampied were present. The meeting was called to order by Ted C. Alexiades at 3:33 P.M.

A motion was made by Eileen A. McCracken and seconded by Thomas P. Hall to approve the minutes of the June 23, 2005 board meeting.
AYE 5-0.  It was unanimously voted.

A motion was made by Thomas P. Hall and seconded by Eileen A. McCracken to approve the following retirement allowances and expenses:

A motion was made by Eileen A. McCracken and seconded by Jean M. Montgomery to accept the following Applications for Membership:

AYE 5-0.  It was unanimously voted.

A motion was made by Thomas P. Hall and seconded by Jean M. Montgomery to accept the following Application for Retirement:

AYE 5-0.  It was unanimously voted.

A motion was made by Eileen A. McCracken and seconded by Thomas P. Hall to accept the following Applications for Withdrawal and/or Transfer of Deductions:

A motion was made by Eileen A. McCracken and seconded by Thomas P. Hall to accept the following Application for Buybacks/Make-ups:

AYE 5-0.  It was unanimously voted.

The Cash Flow Report through July 30, 2005 was discussed. 

A motion was made by Peter J. Blampied and seconded by Jean M. Montgomery not to allow a one-time vote at town meeting to reopen the 180 day window for veterans to purchase military service credit (namely Richard H. Amonte). 
AYE 5-0.  It was unanimously voted.

Thomas P. Hall excused himself from the meeting at 3:45 P.M. due to a prior commitment. 

A motion was made by Peter J. Blampied and seconded by Jean M. Montgomery to approve the Ordinary Disability Retirement for Mark J. Cerilli.  The PERAC Medical Panel found Mr. Cerilli to be permanently and totally disabled from his position as a firefighter and thus eligible for ordinary disability. 
AYE 4-0.  It was unanimously voted.

Retirement Board Chairman, Ted C. Alexiades credits Fire Chief William Johnson (recently retired) for forcing the issue of Fire Department employees deciding to return/not return to work in a timely manner.

Eileen A. McCracken excused herself from the meeting at 3:50 P.M. due to a prior commitment. 

The Monthly Account Statement and PRIT Fund performance for the period ending June 30, 2005 was not available from PRIM for discussion by the board.

A motion was made by Peter J. Blampied and seconded by Eileen A. McCracken to approve tuition reimbursement for a grade of “B” or better for Nancy M. Hutt (Administrative Assistant to the Board) who would like to attend Curry College and pursue a Certificate in Accounting.  Estimated cost not including books and supplies will be approximately $3,800. 
AYE 4-0.  It was unanimously voted.

Retirement Board Chairman Ted C. Alexiades requested that the board discuss a salary increase for Nancy M. Hutt (Administrative Assistant to the Board).  A motion was made by Peter J. Blampied and seconded by Jean M. Montgomery to adjourn the regular meeting at 4:10 P.M. and go into executive session to discuss the salary increase.  The board will not reconvene in open session following the executive session.

An executive session was convened at 4:11 P.M. to consider granting a salary increase for Nancy M. Hutt (Administrative Assistant to the Board).  Eileen A. McCracken rejoined the board meeting at 4:12 P.M.  Chairman Alexiades had conducted a job evaluation of Nancy M. Hutt earlier in the week resulting in an above average review.  A salary comparison with 15 other retirement boards was recently conducted and showed that the salary for the Hingham Administrator ranked 13th.  Chairman Alexiades stated that the last salary increase had been effective October 1, 2003 whereas Hingham town employees had received a 2% increase on July 1, 2004, 2% increase on January 1, 2005 and 2% increase on July 1, 2005.  A retroactive (July 1, 2004) salary increase to $30.32 per hour was recommended.  This increase would increase Hingham’s ranking to 11th of 15 retirement boards relating to salary. 

A motion was made by Peter J. Blampied and seconded by Eileen A McCracken to approve the recommended salary increase.

A motion was made by Peter J. Blampied and seconded by Eileen A. McCracken to adjourn the executive session at 4:30 P.M. 

The next regular Retirement Board meeting will be held on Thursday, August 25, 2005.
