Mr. Toomey and Mr. Billa reviewed the recent developments with regard to the Hersey property.  The most recent test results of the wells abutting the property were within drinking water standards.  Mr. Billa said that he did not believe that the test results that had come back prior to the most recent testing represented a drinking water problem.  When the abnormal results came back the Town offered bottled water to the two households dependent on wells for their drinking water.

Mr. Billa noted that the tests so far have been inconclusive as to off site migration.  The elevated levels of lead detected at one well were not accompanied by elevated levels of other metals as would be expected if this were migrating from the DPW site.  Mr. Billa theorized that the different result could have been a problem with the household plumbing, where or in the manner the sample was obtained or an indication that this was a different aquifer.  The water testing will continue.

One question to be addressed included how to disengage from supplying drinking water.  The possibilities include a long term study or supplying a hook up to the public water supply.  To better evaluate these options Mr. Billa will prepare a scope of services and estimate for the long term study.  Mr. Sylvester and Mr. Fernandes will work on an estimate for connection to the public water supply.

Mr. Billa said that the Phase II Risk Assessment had been submitted this month as required.  At present the final report and closure would be completed by October 2010 but an extension would be possible.  He will provide the Board an estimate for closure and capping with soil.

The Board noted that Mr. Stigliani had resigned.

Voted -            to appoint Randy Sylvester Interim Director of Public Works.

The Board voted, by roll call vote, to adjourn to executive session to discuss collective bargaining issues.
