Selectmen’s Meeting

The following budgets were heard:
DPW Budget – Randy Sylvester reviewed the ways he had used to reduce the budget as summarized in his budget cover memo. The Town Administrator noted his concurrence with the proposed budget and that he had added $140,000 to the snow and ice budget. The Board asked a variety of questions concerning the budget which the Superintendent answered.
Sewer Budget – Chairman Michael Salerno reviewed the budget with the Board. The Board asked a number of questions. The Town Administrator pointed out that the budget showed the MWRA charge showed as $1,455,318 but was actually $1,600,850.
Health Department - Bruce Capman, Executive Director gave an overview and noted the 5% reduction goal had been met because a retiring employee would be replaced by an employee at a lower step.
Elder Services – Barbara Farnsworth, Director and Steven Waynen, Vice Chairman of the Council on Aging explained that a number of expenses were removed from the budget and will be paid from the COA gift account. The Board asked a number of questions concerning this practice.
Board of Assessors’ – This budget was flipped with the Veterans Budget which will be reviewed tomorrow night. Lane Partridge explained that the 5% cut had been achieved by personnel reductions as noted on his cover memo. The Town Administrator noted the request for $50,000 in reval funding was removed from the budget and needed to be considered as a capital or special article appropriation. Ms. Burns will speak with the Moderator regarding this.
Discussion on the following:
1) Greater savings in regional dispatch
2) Greater savings in solid waste tipping fee
3) $ back from revolving accounts to cover fringe benefits.
4) $ back from South Shore Country Club, Sewer (landfill) for fringe benefits.
