Roger Fernandes, Project Manager, requested that the Board adopt trench regulations per the new Department of Public Safety trench regulations, the so-called Jackie’s Law, and a permit fee of $50. The Board asked a number of questions regarding the new State regulation and the proposed regulations. It was moved by Mr. Rabuffo, seconded by Mr. Riley and approved unanimously to adopt the implementation of trench regulation 520 Code of Massachusetts Regulation 14.00 (520 MCR 14); as well as a permit fee of $50 per application to cover administrative costs, effective January 14, 2010.

Robert Egan then presented a list of proposed fee increases for the office of the Sealer of Weights and Measures (attached to the minutes). On a motion by Mr. Rabuffo and second by Mr. Riley, the fee schedule was approved as proposed.

Deputy Chief Olson then presented a request to increase the Fire Department Fire Suppression Systems Permit fee from $25 to $50. Approved by the Board.

Chief Duff then presented his recommendation to establish a fee for connection to the Fire Department’s alarm system. The Board indicated its support for the Chief to return at a future date with a recommendation for such a fee.

The Board then engaged in a general discussion regarding the FY ’11 budget. Laura Burns gave the Board a presentation regarding her suggestions for closing the FY ’11 revenue/spending gap and the Board conducted a discussion regarding those suggestions.

The Board then voted to accept a donation of land in the amount of 16.6 acres shown as open space consisting of parcels “A&B” on a plan entitled Approval Not Required, Plan of Land, Ridgewood Crossing, Hingham , MA (Plymouth County), dated April 12, 2005, as recommended by the Planning Board and Conservation Commission.

The Board voted to approve Class II license applications from Bay State Locators, c/o Leon Arbeene, 63 Beach Kimball Rd., with the condition that cars and parts would never be sold or stored at this location, and further to Wayco Sales Inc., 40 Sharp St., c/o Wayne Chevrier, also with the condition that cars and parts would never be sold or stored at this location.

Town Administrator Paicos then gave the Board a report on several minor items. He noted he had given the Board, in their packages, copies of the financial office’s job audits prepared in connection with the recent executive office reorganization.

Selectman Rabuffo reported that the first boiler at Thaxter Park had been installed.
