Special Session 1:20 p.m.
Mr. Rabuffo, Ms. Burns, Mr. Riley

Mr. Rabuffo opened the meeting and asked for questions or comments from the public.  There were none.  The Board then moved on to the quarterly evaluation of Mr. Alexiades/ performance as the Interim Town Administrator.

Ms. Burns noted that it is too soon to evaluate Mr. Alexiades on certain of the criteria.  On those categories that it was possible to score Ms. Burns gave the following ratings:
1.  Municipal Operations Management – four out of four
2.  Budget – one out of one
3.  Issue Management – nine out of ten
4.  Other Duties – five out of ten – Ms. Burns suggested the Town Administrator reports be done on a more regular basis
5.  Personnel Management ratings by department heads ranged from a single B+ to A++.  The overall theme from department heads was that Mr. Alexiades was accessible, willing to listen and supportive.

Ms. Burns summed up her comments by saying that if he were an experienced Town Administrator her overall rating would be about 86% but given Mr. Alexiades’ lack of experience she would give him a 96%.

Mr. Riley agreed that Mr. Alexiades is a good listener and stressed how important this quality is.  He agreed with Ms. Burns’ marks and said the he felt that Mr. Alexiades had done a great job.

Mr. Rabuffo commented that Mr. Alexiades had learned to listen and was managing constituents and staff well. He also stated that Mr. Alexiades had managed the budget process through two very difficult cycles, The overall impression is that someone at Town Hall is listening.  Mr. Rabuffo said he is very satisfied and feels that Mr. Alexiades has brought the Board together more by serving as the conduit for getting our views known to each other. He has fulfilled the true role of the textbook definition of town administrator. Furthermore Mr. Alexiades has brought unity and a sense of calm to the operations of the town.

Ms. Burns said she also wanted to recognize his decision to get a Masters in Public Administration because, in her opinion, it would be difficult to offer the position to someone who had not made an effort in that regard.  She said this has been in effect a three month job interview.  She suggested taking the uncertainty out of the situation and offer the job to Mr. Alexiades.  Mr. Rabuffo proposed that the Board make that offer on Tuesday night at the meeting.  Mr. Riley agreed.

Mr. Alexiades expressed his appreciation to the Board noting that it is rewarding  working in Hingham.  Mr. Falvey commented that Ted has been visible, listening and has stayed in touch.

The Board agreed to put forward a proposal to appoint Mr. Alexiades on Tuesday.

At 1:50 pm the Board voted, by roll call vote, to adjourn to executive session for purpose of discussing strategy with regard to pending litigation and not to return to open session
